What are these? They appear to be se-tenant pairs consisting of a postage stamp and a label, issued on six Detective Conan souvenir sheets (below). But the perforations between the stamps and the labels are not real, they are printed. So (unless it's an error) the "pair" is actually a single stamp that looks like a se-tenant pair. If the "stamp" is set against a different colored background, of course the "perforations" remain black: The set of five 3.50 yuan "Tourism Greeting Stamps" (the train stamp being used twice with the labels) was issued June 30, 2006 (Scott 3669a-e) in horizantal strips of five, along with 5 yuan values of the same images (Scott 3670a-e). There doesn't seem to be any connection with Detective Conan... Chinese writing next to the stamps on the souvenir sheets apparently describes the authorization of the Post Office for the Smile Ocean Company printing with Detective Conan labels.

The Detective Conan 10th Anniversary was celebrated on a Japanese sheet in 2006, but these souvenir sheets show ©Gosho Aoyama/1996,2007, Shogakukan,YTV, TMS
The stamps came packaged in an elaborate kit:

The kit indicates a web address for the producer, Smile Ocean Co., where this Chinese page (with an approximate "Google" translation) described the product (no longer online). Were the stamps available through the post office with the kit?

Detective Conan 17-year-old high school super-detective Shinichi Kudō, poisoned by the Black Organization, is shrunk back to his 7-year-old appearance. Calling himself Conan Edogawa, he moves in with his old girlfriend and her father, who don't realize who he really is. Always trying to find a way back to his true form, he has many adventures while seeking the whereabouts of the Black Organization.
Gōshō Aoyama's original comic surpassed 100,000,000 copies in 2005. 2006 is the 10th anniversary of the television series and the 10th film adaptation, showing his broad appeal across age groups.
